de 1927 \u00e0 1930<\/strong><\/h3>

SIDI MOHAMMED succ\u00e8de \u00e0 Moulay Youssef dans la discr\u00e9tion, le Maroc tout entier est encore sous le choc de la soumission d\u2019Abd El Krim Le jeune sultan entend, cependant, ne conc\u00e9der aux Fran\u00e7ais que le minimum de souverainet\u00e9.<\/p>

C\u2019est \u00e0 partir de 1930 que va commencer \u00e0 s\u2019organiser tr\u00e8s lentement le mouvement nationaliste marocain d\u2019abord aupr\u00e8s de la jeunesse \u00e9tudiante.<\/p>

D\u00e8s la publication du dahir berb\u00e8re, une manifestation populaire de r\u00e9sistance est organis\u00e9e \u00e0 la mosqu\u00e9e de la Karaouyine de F\u00e8s \u00e0 l\u2019occasion de la pri\u00e8re du vendredi, apr\u00e8s la r\u00e9citation du Lat\u00eff . Il s\u2019agit de la premi\u00e8re manifestation d\u2019opposition \u00e0 l\u2019occupation coloniale connue.<\/p>

En 1931, \u00e0 la suite du dahir berb\u00e8re, Mohammed Hassan Ouazzani publie en France un ouvrage intitul\u00e9 \u201cTemp\u00eate sur le Maroc ou les erreurs d\u2019une politique berb\u00e8re\u201d avec l\u2019appui de milieux intellectuels fran\u00e7ais oppos\u00e9s \u00e0 la politique coloniale du gouvernement.<\/p>

Cet ouvrage obtient un \u00e9cho \u00e0 l\u2019international et son auteur est oblig\u00e9 de se r\u00e9fugier en Suisse pendant deux ans pour \u00e9chapper \u00e0 la police fran\u00e7aise.<\/p>

16 mai 1930<\/strong><\/h3>

Si la r\u00e9volte d\u2019Abd-El-Krim est l\u2019\u00e9v\u00e8nement qui provoque le r\u00e9veil du nationalisme marocain, c\u2019est bien le \u201cdahir berb\u00e8re\u201d du 16 mai 1930 qui est \u00e0 l\u2019origine du mouvement nationaliste marocain de l\u2019entre deux-guerres.
Le jeune souverain qui signe ce dahir, ne prend d\u2019ailleurs pas imm\u00e9diatement la mesure de ce que ce dahir repr\u00e9sentera pour la nation marocaine. De nos jours, ce dahir divise encore les communaut\u00e9s berb\u00e8res et arabes marocaines, certains berb\u00e9rophones n\u2019h\u00e9sitant pas \u00e0 dire que l\u2019exploitation politique du dahir a fait beaucoup de mal \u00e0 la cause amazighe pendant plusieurs d\u00e9cennies.
D\u00e8s 1914, Lyautey avait souhait\u00e9 respecter les coutumes berb\u00e8res dans les tribus pacifi\u00e9es, et avait initi\u00e9 le dahir du 11 septembre 1914 qui prescrivait le respect des coutumes berb\u00e8res dans ces tribus.
Les djemaa judiciaires, organes d\u2019arbitrage traditionnel, \u00e9taient devenues de v\u00e9ritables juridictions en 1915.
Le dahir du 16 mai 1930 que signe le jeune sultan Sidi Mohammed va plus loin, puisque il cr\u00e9e des tribunaux coutumiers de 1\u00e8re instance et des tribunaux coutumiers d\u2019appel, mais au-del\u00e0 c\u2019est son article 6 qui provoque la col\u00e8re des musulmans.
Par cet article, il est stipul\u00e9 que \u201cpour la r\u00e9pression des crimes commis en pays Berb\u00e8re, les juridictions fran\u00e7aises seraient comp\u00e9tentes , quelque soit la condition de l\u2019auteur\u201d. Les deux composantes de la nation marocaine sont ainsi s\u00e9par\u00e9es, et les Berb\u00e8res soustraits au droit coranique et au pouvoir du sultan qui ne peut plus exercer la \u201ccharia\u201d. La propagande catholique des Franciscains est montr\u00e9e du doigt et suspect\u00e9e de vouloir christianiser les Berb\u00e8res.
La campagne contre le dahir berb\u00e8re a des r\u00e9percussions un peu partout dans le monde. Par l\u2019interm\u00e9diaire des mosqu\u00e9es, elle gagne \u00e0 partir de F\u00e8s et Sal\u00e9, toutes les villes du Maroc.<\/p>

9 f\u00e9vrier 1934<\/strong><\/h3>

Gr\u00e2ce \u00e0 l\u2019article paru dans la Volont\u00e9 du peuple, les jeunes nationalistes marocains obtiennent un premier succ\u00e8s politique essentiel : le Maroc sous protectorat fran\u00e7ais ne sera pas rattach\u00e9 au nouveau Minist\u00e8re de la France d\u2019Outre-Mer du gouvernement pr\u00e9sid\u00e9 par Edouard Daladier mais continuera de relever du Minist\u00e8re des affaires \u00e9trang\u00e8res.<\/p>

8 mai 1934<\/strong><\/h3>

Le dahir berb\u00e8re du 16 mai 1930 est en partie abrog\u00e9 par le dahir du 8 avril 1934, qui confie aux pachas et aux ca\u00efds les jugements des d\u00e9lits mineurs et au Haut Tribunal Ch\u00e9rifien les d\u00e9lits et crimes les plus importants. Mais d\u00e9sormais, le nationalisme Marocain est n\u00e9.<\/p>

Novembre 1934<\/strong><\/h3>

La visite du sultan \u00e0 F\u00e8s et Moulay Idris provoque une \u00e9meute anti-fran\u00e7aise.
Des revues nationalistes telles que \u201cl\u2019Action du peuple\u201d et \u201cla volont\u00e9 du peuple \u201d sont interdites par les Fran\u00e7ais.
Dans la mouvance des partis nationalistes cr\u00e9\u00e9s en Tunisie et Alg\u00e9rie, dix jeunes intellectuels fondent une association qui prend le nom de \u201cAction Marocaine\u201d, de fait le premier parti politique du Maroc.<\/p>

Ses principaux dirigeants et instigateurs sont: Mohammed el-Ouazzani, Hadj Ahmed Balafredj et Allal el Fassi,<\/p>
